Opportunities and Challenges: Managing Program Quality and Institutional Partnership in a Transnational Educational Context


The Certifi cate in Intensive English, which had been operating at a New Zealand tertiary institution since 1991, was made available to Chinese students in Beijing in July 2001 through a co-operation agreement with a Chinese private provider, enabling Chinese students to commence their English studies in China before moving to New Zealand. The Training Centre in Beijing operated for two-and-a-half years before closing in December 2003 because of the disruption of SARS and a general downturn in students from China wanting to come to New Zealand for further study.
