These may be good times: An argument that things are getting better

This chapter is an inquiry into the state of education policy at the present moment. Asking this question at an international level is an act of hubris; a judgement about even one country requires a large dollop of generalization so judgement at an international level is necessarily a highly uncertain undertaking. In particular, the United States seems to be an outlier to much of the argument in this paper, so US colleagues may have a different perspective than expressed here.
