Developing public service leadership – the context for action learning
Leadership, civic leadership, distributed leadership, community leadership, leadership capacity-building – is there a clue here? Great faith is being placed in leadership to deliver the modernization and improvement of public services. In the hope of raising organization capacity, unprecedented investment is being made in management and leadership development across the public sector, particularly in health, local government, education and civil service organizations. Leadership programmes and courses are mushrooming; investment is growing, and leadership development is a core theme of organizational capacity-building programmes. Within this activity are a broad array of approaches to learning and development, including a growing interest in action learning as an approach that can simultaneously address individual and organizational development.
