The countries of East Central Europe underwent far-reaching changes in 1991 (the period covered by the Ford Foundationfinanced project). For most countries this was not the first year of the transition to the market economy (Czecho-Slovakia being an exception). Among forces shaping economic activity, a major role has been played by the transition programmes themselves, although other economic and political developments, internal and external, contributed significantly to macroeconomic outcomes.
