Public policy should stem from the perceived relationship between mergers, including take-overs, and economic welfare. This should suggest whether government intervention is justified and what form it should take. The form and content of intervention is more important than is usually allowed in discussions of the subject. It should be seen as part of a total system of control; and the conditions for successful intervention should feed back into a consideration of the policy of intervention and its objectives.
