Process owners and stakeholders in VET reforms in Finland
The history of Finnish vocational education and training in the twentieth century can be divided into three main periods.
First was a period prior to 1965 when the emphasis was on training as distinct from education. The training was geared to specific occupations and delivered in vocational institutes. These institutes were charged with the task of producing a skilled workforce to meet the needs of industry and commerce. Sectoral ministries, the Ministry of Industry and Commerce, the Ministry of Agriculture and Forestry, the Ministry of Transportation, and so on, lent support to the establishment and operation of the institutes.
