Unfortunately, this situation is unlikely to change any time soon. Few regular consumers have shown a willingness to spend real money on highspeed access, and even many Internet-savvy users have stayed with their 33.6 or 56KB/s modems. This is the case even though high-speed services are currently available in many of the largest markets, generally at $50 or more per month. Yes, everyone will all have inexpensive high-speed home access (cable modems, DSL, etc.) at some point in the future. But the question is: Will these services be in wide enough use in the near future to affect the many site design and development decisions one needs to make today? For most sites, the appropriate answer is “no.”
