ABSTRACT

To the Liberal government of Pierre Trudeau, dedicated all to the preservation of confederation, the sharp internal challenge of Quebec nationalism appeared to underline the need to define an overall Canadian identity which would include French and English Canada. When the government of Trudeau took office in Canada in 1968, one of its first acts was to launch a fundamental review of foreign and defence policy in the course of which academics, journalists and others, as well as civil servants, were invited to participate in discussion and to offer suggestions and comments. Relationships formerly occurring within imperial boundaries must now be redefined and conducted between sovereign States. Distance is no longer significant either as a barrier to knowledge or as a shield for protection. Likewise, the major social problems of our time are universal, or at least regional in impact. Prestige based on respect and not just on military might can be particularly valuable for lesser Powers.
