ABSTRACT

Many people intuitively understand that dual language (DL) programs have increasingly become popular due to their availability for language-majority populations. In the case of Carver Language School, the dual language model worked because different parties’ politics were aligned. DL programs were designed to teach students high levels of academic literacy and proficiency in two languages by providing native language instruction for language minority students with non-English-speaking backgrounds, while simultaneously offering language majority students access to non-English languages. Many people intuitively understand that DL programs have increasingly become popular due to their availability for language-majority populations. Latino Critical Race Theory derived from Critical Race Theory (CRT) in an effort to call attention to issues of immigration, language rights, bilingual schooling, internal colonialism, sanctuary for Latin American refugees, and census categories for Latinos. Interest convergence is a tenet of CRT that has influenced how scholars understand the gains of racial equality particularly within the Black community.
