ABSTRACT
This chapter seeks to assess the way the commitments assumed by the government of Argentina at the Second United Nations Conference on Human Settlements had an impact on public policies. The land market regulation is an incipient policy and loosely connected to the problems of access to housing. However, conflicts over access to urban land are a fact in all cities of the country, regardless of their size and geographical location. The Habitat program, which is part of the Istanbul Declaration, raises at least three issues closely related to forms of urban governance. Argentina is a federal republic with three government levels: national, provincial, and municipal. A distinctive trait of Argentina is the heterogeneity of its local governments, both within each province and between provinces. The strategic planning processes improved the management capabilities in different municipalities of Argentina and contributed to an integral territorial approach in the municipal administrations.
