ABSTRACT

Inter-university cooperation is a uniting factor that brings together different people and even different civilizations. It can be initiated by university officials, political leaders, or by individuals, such as professors working in institutions of higher education. The University of Benin and the University of California signed an agreement of cooperation. The understanding was that the University of Benin would admit students from California who were participants in the Education Abroad Program while students from the University of Benin would come to study in the California system. The Education Abroad Program represents the core of efforts that enables students and faculty members to broaden their horizons. The University of California, in pursuing the theme of education as international, should value the importance of relationships with Third World universities. The enduring rationale for foreign area studies is the essentiality of comprehending foreign cultures and societies as wholes in all of their distinctive uniqueness.
