ABSTRACT

Agricultural trade relations between the United States and the European Community (E.C.) were, unnaturally, headline news throughout much of 1992. This chapter reviews the economic content of the resolution of the oilseed dispute and the compromise on modifications of the draft Uruguay Round text on agriculture. It also reviews US farm trade policy in the context of trade patterns and trade relations with Europe. The chapter considers US policy issues related to the North American Free Trade Agreement, the Export Enhancement Program, and changes in farm program budgets. Agricultural trade issues between the United States and the European Community have included both the multilateral trade negotiations and specific bilateral General Agreement on Tariffs and Trade cases. The Uruguay Round bogged down at the end of 1990 over an impasse between the E.C. and those who wanted trade reform in agriculture.
