ABSTRACT

This chapter presents some of the issues and corresponding measures undertaken, as well as actions taken in the past relevant to water supply management and conservation. The concern for urban water management and conservation is timely and relevant against the backdrop of burgeoning population in most urbanized and urbanizing areas in the Asian region. Like other urban areas in Asia, Metropolitan Manila has its share of problems arising from increasing demand for water and the burdens of providing for this demand. As for water resources, the Philippines is fortunate to have been bountifully endowed. According to the stated objectives and principles of the Code, appropriation of water through the use of water permits is evidence of the water rights granted by the government. The Metropolitan Waterworks and Sewerage System (MWSS) Board of Trustees, composed of seven members, exercise the corporate powers and functions of MWSS.
