ABSTRACT

The energy policy was approved in 1986 at the Fourth Session of the National People's Congress (NPC) when the Seventh Five-Year National Economic and Social Development Plan were ratified. The energy policy established in early 1986 was reaffirmed at the Fifth Session of the Sixth National People's Congress in March 1987. The Thirteenth National Congress of the Chinese Communist Party was held from October 25 to November 1, 1987. In early 1988, Acting Premier Li Peng, in the "Report on the Work of the Government" delivered to the First Session of the Seventh National People's Congress, made reference to the present energy policy. Another issue that disturbed the harmony of Sino-Japanese relations was the question of reparations. South China and particularly Guangdong are deficient in energy resources, and as a result large interprovincial transfers are necessary. The ramifications for the energy sector seem to be positive for the short and medium terms.
