ABSTRACT
The Chinese magazine illustrates the confusion that exists in the minds of Chinese leaders about democracy and law. It also illustrates the progress they and the Chinese people are making. Democracy and the rule of law are and always have been scientific issues. The democratic method is actually nothing more than the application of the scientific method to politics. The word "democracy" was initially coined by Aristotle, one of the world's first political scientists, after analyzing the constitutions of the Greek city-states of the time. Aristotle found constitutional government to be the best form of government precisely because it makes citizens more virtuous. Aristotle distinguished between two forms of democratic government: constitutional government and ordinary democracy. Scientifically educated and politically experienced human beings increasingly reject theological, ideological, and other unscientific assertions by political leaders about what is "best for the people" and increasingly ask for scientific processes and scientific evidence.
