ABSTRACT

The inadequacies of the safer international system lead to a consideration of changes in this system that might meet the dual criteria of making civilian nuclear energy less susceptible to being turned to weapons purposes while at the same time enabling nuclear energy for civilian uses to develop. The technology for rapidly making sizable amounts of readily fissionable materials includes reprocessing plants and at least those enrichment technologies that could quickly be converted from producing low enriched nuclear fuel to highly enriched uranium. International steps seem to be needed to increase the general confidence that all nations adhering to the restrictions in the use of nuclear energy will have assured supplies of uranium and enrichment services over time. International cooperation in the removal of spent fuel and in its safe storage should be an integral part of an amended international system.
