ABSTRACT

In the Constitution, the principle of equality rejects sex-based discrimination in terms of rights ownership and their empowerment. Even in 2004, a change was made in Article 10, that women and men must have equal rights. Moreover, in the text of the article, it is also emphasized that the State is obliged to ensure the realization of this equality. In the Constitution, the legislative power of the State has brought a clear rule about the empowerment of women. Thus, the State has taken the first step for this obligation in Article 10 of the Constitution. Nevertheless, several obligations enacted by the State in various fields for the implementation of this rule and the empowerment of women are present. It is the duty of the State to put into practice the equality of men and women in society. In this study, especially in the tasks for decision making in public administration, the position of the woman is evaluated by using the statistical indicators. In particular, the comparison covers the period from the beginning of 2000 to 2017/2018. In view of the legal reality that the State is obliged to implement equality between men and women, the measures taken by the State on the empowerment of women in the duties of decision-making bodies in public administration and the results of these measures, are examined in terms of women’s position in public administration.
