ABSTRACT

The school effectiveness and school improvement literature has a key theme of how schools can be managed to effectively improve school outcomes in the context of developed countries. S. T. Bossert indicates that there is a need to elaborate the linkages between managerial and instructional processes that occur within schools. The School Management Committees is mandated to engage in development of the School Performance Improvement Plan; execution of the capitation grant, which the government provides for schools to take care of their operational expenses; the use of school report cards; and the organization of School Performance Appraisal Meetings to hold schools accountable for their performance to community members and guardians. Community members built the foundational structure, discussed issues like the teacher shortage, and visited the education office to ask for deployment of teachers to the school.
