ABSTRACT

The size and nature of the medical response in the case of mass gatherings should be tailored according to risk analysis and vulnerability analysis. Residual risks should be addressed in such a way that the overall organisation of medical and rescue response can match any specific extra demand including a mass casualty situation. A systematic and structured study of major disasters, including events involving mass casualty situations, is the only way to assess the technological and human resources that would be needed to manage any situation of this nature and to provide appropriate medical care. The role and function of the Rescue Post will depend on the overall organisation regarding medical care provision and rescue activities. In order to increase efficiency and effectiveness of rescue and medical activities, the authorities in charge of managing major gatherings should pay special attention to the monitoring and evaluation process.
