Whether operating within the government sector or private business, the basic issues to be addressed are fundamentally the same. Quite often, governmental departments and agencies might have established emergency procedures, to be activated in the event that certain circumstances arise — for example, emergency operational responses. If this is so, then the planning initiative should interface with these existing arrangements.
