ABSTRACT
Because of the pressures of a growing population on existing water supplies, allocation of water resources to environmental uses, more stringent regulatory requirements, environmental consequences of developing new sources of supply, and the increasing costs of implementing new programs or projects, California water management planners and policy makers must examine an increasingly wide array of supply augmentation and demand management options to find the best courses of action for meeting future water service needs.
