ABSTRACT
What makes a system resilient, and how can we manage for this condition? In order to build and maintain resilience, managers must be able to
understand what qualities or attributes enhance-or detract from-a system’s resilience. We present, herein, a set of resilience attributes that enable policy makers, program managers, and stakeholders in collaborative initiatives to make practical use of resilience theory in understanding and managing their systems of interest.
