ABSTRACT

ABSTRACT: The evaluation of whether a bridge can carry the loads which it is intended to carry is a fundamental consideration in determining an agency’s bridge needs. Systems such as the Federal Highway Administration (FHWA) National Bridge Investment Analysis System (NBIAS) and the American Association of Station Highway and Transportation Officials (AASHTO) Pontis Bridge Management System (BMS) consider bridge load carrying capacity when evaluating overall bridge investment needs. However, a major limitation of the approach used by NBIAS and Pontis is that the load carrying capacity of the bridge is assumed to be static; in simulating future conditions no adjustment is made to the load rating as a result of predicted deterioration.
