ABSTRACT
The successes of liberalisation show that this economic principle can be applied in practice to the spectrum world, but it only works to a limited extent. The new emphasis on sharing is an attempt to overcome some of those limitations, potentially offering quicker and lower cost spectrum access and avoiding some of the political and administrative issues associated with accessing public sector spectrum.
