ABSTRACT
Technology-neutral licensing has been one of the most successful and widely adopted aspects of spectrum liberalisation, largely replacing the previous approach where licences required users to deploy a specific technology. The neutral approach allows users to upgrade their networks as superior technologies become available, meeting some of the key goals of spectrum liberalisation, namely, improving efficiency and allowing an easy progression to higher value uses of the airwaves.
