Using this needs assessment a framework will be developed, specifying the proper sequence and necessary procedures for technology adoption and the requirements for successful implementation of prescribed technologies. Utilization of existing human and natural resources in those countries as well as the necessary networks that must be developed with sources in the industrialized nations to make the process a success will be addressed.
