Improving Air Traffic Control by Proving New Tools or by Approving the Joint Human-Machine System?

This chapter addresses the issue of the human factors aspects of civil flight deck certification, with a focus on the pilot’s interface to the automation. In particular, three questions are asked that relate to this certification process: (a) Are the methods, data, and guidelines available from human factors adequate to address the problems of certifying as safe and error tolerant the complex automated systems of modern civil transport aircraft, (b) do aircraft manufacturers apply effectively human factors information during the aircraft flight deck design process, and (c) do regulatory authorities effectively apply human factors information during the aircraft certification process?
