ABSTRACT

In the international policy arena, particularly in climate conferences and negotiations about targets and policy frameworks for climate protection, the European Union (EU) had long since been considered to be a global leader. The delegations of the European Union and of the EU’s Member States had been strong supporters and advocates of the Kyoto Protocol. And it can be reasonably assumed that without the proactive role of EU negotiators and governments, based on broad civil society support, the protocol would never have been agreed on and eventually been ratified.
