Internal energy market – Implementation still pending

One of the most ambitious endeavours of the European Union is the establishment of a single European market, transforming the whole Union into an internal market for producers and consumers alike: Article 26 (2) of the Lisbon Treaty – in continuation of earlier versions of the European treaties – outlines the objectives: “The internal market shall comprise an area without internal frontiers in which the free movement of goods, persons, services and capital is ensured in accordance with the provisions of the Treaties”. The objective of an internal market is complemented by specific regulations for the free movement of goods (Articles 28 and 29) and of people in the whole Union.
