ABSTRACT

ABSTRACT: Because of the impact of waste water discharged from urban city, water demanding exerts great pressure on both water quantity and quality. Therefore, water allocation that aims to keep sustainable exploitation of water resources should take both quantity allocation and water environment capacity into consideration, reflecting the balance between water quantity and quality. This paper provides an optimal allocation model based on dualistic water cycle theory and advanced information entropy. The former is used to analyze the structure of urban water utilization; the latter is to evaluate the alternatives. The merits of this method are clear in structure and easy to realize, providing not only the optimal alternatives but also suggestions for the system development. All these are shown by a case study of Kunming, a fast growing city in China.
