ABSTRACT

At present, the compensation standard of the Sloping Land Conversion Program (SLCP) becomes the core problem of establishing ecological compensation mechanism. To solve this problem, the compensation standard based on the opportunity cost is analyzed in this paper. By comparing the ecological compensation and opportunity cost for ecological restoration compensation, farmland ecological compensation area analysis shows that the difference between the per capita ecological compensation and per capita opportunity cost is big or small. That is, the income levels of farmers in some counties are affected and some have little effect. Through the analysis of the proportion of per capita opportunity cost accounting for per capita net income, we see that the economically backward county farmers contribute most to returning farmland to forest. However, after SLCP, they become much poorer.
