ABSTRACT

Most part of the sea oil pollution is caused by unintentional and intentional discharges from ships and offshore platforms. Being a serious threat of the marine ecosystem, tools that offer wide area coverage and 24h/day monitoring capabilities are needed. With development of Vessel Traffic System (VTS), the number of VTS centers and radar coverage is the larger and larger. The traditional VTS system does not have the function of oil spill detection. This is a waste of resources. In this paper, we research the key technology of oil spills by VTS radar. It is proved that there are good results by using x-band, vertically polarized antennas. It describes some methods of clutter control from hardware and software. In order to obtain specific information of ship of the oil spill, VTS and AIS data fusion technologies are used. Based on the above analysis and examples the VTS radar in the construction of the coastal water oil spill monitoring and surveillance system in China will be affirmed.
