ABSTRACT

San Diego has a strong, growing economy with a Gross Metropolitan Product (GMP) of 187.6 billion dollars in 2013, and a labor force of approximately 1.6 million (NUSIPR 2013). The metropolitan economy is resilient due to a combination of revenue sources, including technically advanced research facilities, a thriving military industry, a climate which attracts tourists as well as an educated and talented workforce, and global trade. San Diego is home to three major universities. These research facilities have spurred growth and the creation of an innovation hub for

1 INTRODUCTION

The City of San Diego is a growing, major city on the Pacific coast of the United States. San Diego is located in on the southwestern tip of the state of California, approximately 120 miles south of Los Angeles on the border with Mexico. The region is a hot spot for natural resources and has a trajectory of rapidly growing urban development. San Diego has become a de facto laboratory of policy and restoration innovations for balancing civic needs and the environment.
