ABSTRACT
With increasing Chinese investment in higher education, college and university education is flourishing; the technological innovation capability is further enhancing and the research projects and funds are growing fast year after year, moreover, the proportion of research funds in the total revenue in college and university is increasing every year. However, the university authorities who should be responsible for the research funds don’t pay great attention to the management, which leads to the poor efficiency, even waste of the research funds.
