ABSTRACT
With the development of higher education in China, an increasing number of students have the opportunity to receive higher education, with the number of students in financial difficulties rising annually. Relying on the funding system oriented to students in financial difficulties and ensuring its smooth operation are the important guarantee for sticking to the implementation of the strategy of “rejuvenating the country through science and education” and “strengthening the nation through human resource development” as well as the important content of the practice of “scientific development” in education work 1. Currently, the university students are mainly composed of post1990s generation. Their unique personalities have brought new challenges to the funding work in a university.
