The Globalised information society and its impact on the Europe-maghreb relationship

Many people express concern that we are moving toward a world of information haves and have-nots, one where development is no longer measured in calories per head or income per inhabitant, but as megabytes per head and the share of cyberspace we command, either as individuals or collectively as nations and states.
