The PLA describes a military campaign (zhanyi) as “combat operations consisting of a series of battles conducted by juntuan-level organizations under a unified command to achieve a local objective or an overall objective in a war.”3 PLAAF juntuan-level organizations refer to the seven military region air force (MRAF) headquarters.
