Potential and actual arms production: implications for the arms trade debate

Introduction Nearly ten years ago, Brauer (1991) published a piece in which he examined developing nations’ potential and actual arms production. He reasoned, as had others before him (e.g. Wulf 1983), that in order to produce armaments indigenously, countries need to possess a set of minimum skills or abilities, especially in regard to industrial structure, industrial diversification, and human capital.
