Despite differences in estimation approaches and data sources, a growing body of evidence on the impact of health insurance reform in the smallgroup market paints a consistent picture. Small-group reforms have not caused havoc in the market for small-firm health insurance, but neither have these laws brought about any quantifiable benefits. Although this may seem a surprising result at first, the findings are consistent with realistic expectations about what small-group reforms could achieve.
