In the beginning, there was almost no regulation for prisons. e …rst institutes or prisons were only some manorial or county jails. e …rst legal instrument entered into enforced in 1878 was called the Csemegi Code.* is act contained many modern prison rules and was considered a modern law. During the Hasbro-Hungarian monarchy, signi…cant developments were started on the facilities and buildings in the administration. Large prisons were established as judicial centers together with the o„ces of the judges and prosecutors. Some of these buildings are still operating as prisons.
