When the Honorable Paul Martin succeeded Jean Chrétien as Canada’s new Prime Minister in December 2003, his most conspicuous move was to appoint a cabinet that included a new Ministry of Public Safety and Emergency Preparedness (MPSEP), clearly patterned on the United States Department of Homeland Security-although the Martin government was reluctant to admit it. The minister responsible for public safety was the Honorable Anne McLennan, also appointed Vice Prime Minister, an indication of the importance of the new ministry.
