ABSTRACT

To achieve optimum efficiency from pavement and surfacing renewal investment while delivering customer service levels, we need to integrate pavement and surfacing renewal strategies with maintenance intervention strategies. Too often, investment planning is not well aligned with operational activities and the result is over investment in routine activities because they have not been fully integrated with the renewal programme. To operate in this environment, it is essential to follow a structured systematic approach throughout the entire process, from creating the planning vision for long-term renewal activities, through the tactical level in prioritising and tensioning the short-term programme, to operational delivery of the current programme of maintenance and renewals aligned with the long-term plan. This paper describes the systematic approach adopted in New Zealand, driven in part by recent road reforms, to manage all activities from cradle to grave to deliver ‘least whole-of-life cost’ outcomes.
