ABSTRACT
This chapter presents important comparator data with that earlier work, showing the effect of a new parking enforcement regime. It provides short review of existing scientific and ‘gray’ literature on parking compliance and enforcement. The current scientific literature on parking enforcement and compliance is both limited and out of date as well as lacking in empirical case studies. The literature is clear that decriminalization increases enforcement. The streets were selected to be representative of main roads in the inner city, where development consists mainly of four-story flats with shops or restaurants on the ground floor. The residential street is typical of other residential streets in inner southwest Edinburgh in terms of urban topology and car ownership. The parking legislation also did not assist the parking attendants’ concern to be accountably fair and consistent, which was an obstinate problem. Methodologically, the sample was not large enough to provide more than indicative descriptive statistics.
