ABSTRACT
PERLE: Again and again, the president asked Mr. Gorbachev what possible objection he could have to the deployment of defenses after ten years, and after having eliminated offensive ballistic missiles. Again and again the president pressed him to explain how defensive systems, wholly lacking in offensive capability, could threaten the Soviet Union. The president never received a satisfactory answer or even a plausible response—there was no satisfactory answer.
