ABSTRACT

Strategic Defense Initiative (SDI) is an attempt to create a shield in order to obtain a first-strike capability. SDI makes the possibility of agreement on offensive weapons almost impossible. SDI comes in a package: a further offensive build-up and so-called defensive weapons. There are many technical options to apply against it, and people scientists believe that they will be taken at a fraction of the cost of SDI. Just imagine that people response includes some systems of an SDI nature; people scientists would be trying to create systems to overcome them. SDI makes the possibility of agreement on offensive weapons almost impossible. Any decision taken with regard to an SDI or Anti-Ballistic Missile (ABM) system would have to be taken in a fraction of a second. Another dangerous aspect of SDI is that if this program is pursued further, it would lead to the abrogation of the ABM Treaty.
