ABSTRACT

Malaysia has frequently been portrayed as one of the standard-bearers of privatization amongst developing countries. As early as 1985, the Euromoney business magazine claimed that "outside the UK, Malaysia's program of selling off huge chunks of the public estate is probably the most extensive of its kind in the world." This chapter reflects all the initiatives, but the focus will be mainly on the asset sales and leases. It describes the major privatizations in detail, and another section will identify key policy and design issues which have emerged. The privatization of container handling at Port Klang was central to the development of privatization techniques in Malaysia. The Malaysian International Shipping Corporation was incorporated in 1968 as a joint venture between the government, the public sector and the private sector. Tradewinds Malaysia Berhad is an investment holding company with interests in oil palm, cocoa, sugar refining, life and general insurance.
