ABSTRACT

Pennsylvania exemplifies the popular conception of the declining manufacturing state. Like many other states, Pennsylvania believes that promoting high technology will help achieve the positive structural changes and has designed a variety of policies and programs to foster the development of scientific and technologically advanced industries and to apply new technology to existing industries. Employment patterns show that the Pennsylvania economy is undergoing significant changes. The Pennsylvania economy, like the national economy, is undergoing dramatic structural changes. While Pennsylvania's high-technology industries did achieve modest growth in employment, the rate of growth was significantly smaller than the national figure of 37 percent. State appropriations per student for public higher education increased between 1981 and 1983, a sign of the continued importance assigned to higher education in the state. In 1984 and 1985, Pennsylvania Technical Assistance Program won the national competition of the National Association of Management Technical Assistance Centers in the area of technology transfer.
