ABSTRACT

The city of Lahore in Pakistan is characterized by decaying urban cores and growing modem sectors. The House Building Finance Corporation specializes in financing construction of houses in the private sector. The project was originally based on the Lahore Urban Development and Traffic Study, conducted in 1980 in collaboration with the World Bank and the Lahore Development Authority (LDA). The LDA is the main agency responsible for implementation of the project. After it conducted surveys and studies, the LDA initiated project services and activities. The people of the locality felt that as a result of the project a better quality of services was provided in their area. Project identification, planning, and implementation in Pakistan are usually treated as technical tasks left to the relevant agencies to be handled with optimal use of funds amid rival claims from various localities. Lahore has a large number of functional departments such as health, education, planning and development, finance, and labor.
