ABSTRACT

I decided to drop you a note to give you a few reactions which may or may not be helpful. First, I somehow am not too happy with the choice of the term "deadlock" as being the happiest term to describe our objective. I see it rather as an objective of making the separation of powers between the Congress and the White House more effective and improving the collaboration between the two branches of government which has eroded badly in recent years. I believe this point was articulated several times during the meeting, but "deadlock" strikes me as being too rigid in its connotation as to what has really taken place.
