Energy is one of the broadest areas of renewable natural resources and therefore one of the most difficult to deal with. The supply-and-demand equation for nonrenewable energy sources will have a long-term effect on the demand for and perhaps the supply of renewable natural energy sources. Foreign energy enterprises are largely in the public sector, and structural connections already in place in the Organization of Petroleum Exporting Countries (OPEC) have been responsible for the current international energy price. The long-term shaping of the US energy industry and its relationship to the international structure is a major issue. The level of energy conservation needed to achieve an acceptable level of imports of foreign energy sources is directly related to the timing and extent of the use of renewable energy sources. The Carter administration's national energy plan called for a 1985 import goal of 6 million barrels of oil per day.
